MINUTES OF THE CASCADE CHARTER TOWNSHIP
REGULAR BOARD MEETING
Wednesday, May 12, 2010
7:00 P.M.
Article 1. Supervisor Beahan called the meeting to order at 7:00
p.m.
Present: Supervisor Beahan, Trustee Fox, Lewis, Koessel, Goldberg,
Treasurer Peirce and Clerk Goodyke.
Absent: None
Also Present: Manager Cousins and those listed on Supplement #1.
Article 2. Supervisor Beahan led the Pledge of Allegiance.
Article 3. Motion was made by Clerk Goodyke and supported by
Trustee Fox to approve the Agenda as presented. Motion carried
unanimously.

Motion was made by Trustee Lewis and supported by Trustee Goldberg to
approve the Consent Agenda as presented. Motion carried unanimously.

Candidate for State Senate Lori Wiersma, 2047 Jefferson Dr., S.E., was
present to address the Board.
Joanne King, 6820 Burton offered the following comments:
" Watched the parking lot at Cascade Burton St. Park go in today.
" Follow- up on Cascade History open house.
Steven Underwood, 6858 Maplecrest Drive offered the following
comments:

042-2010 Discussion on Fencing at Cascade Burton Park.
Supervisor Beahan stated that a site visit was done by Trustee Lewis,
Clerk Goodyke, Manager Cousins and himself. The committee came up with
some varying opinions.
o Two members of the committee are of the opinion that the park
boundary on the east (north of Windcrest) and north sides of the
property should have a fence that is on the property line. This fence
should be a four-foot tall "field fence". This fence would
provide a clear definition of the park property for all who walk it.
The shorter fence would allow easier movement of animals (deer) for
their protection. The interior fence that parallels the east and north
property lines would be removed. Signage should be placed along the
boundaries of the park that do not have fencing. Lastly, the two
fences around the small pole barn should be removed. Signage should be

o One member of the committee stated he does not want any new fence
erected. The existing fence serves the purpose of keeping people off
private property. Moving or erecting a fence on the property line will
cost money that could be better spent elsewhere in the park. The
existing fences around the small pole barn should not be removed. We
should let the user of the park determine what fencing (if any) should
be removed.
Discussion followed. Motion was made by Trustee Goldberg and supported
by Trustee Fox to remove all of the perimeter fence which is not on or
very near the property line. This would in effect be the North and
East perimeter fence since the Wet fence is on or near the property
line. The work is to be done by our B & G staff as they have time.
The construction of a new 4 foot high perimeter fence in specific
locations will be taken up at a future date after an assessment is
made by the Township, considering the views of adjoining property
owners, regarding whether or not one is needed in such locations. The
property line, where the fence is removed, is to be defined by signage
as it is in other parts of the property where no fence exists.
Discussion followed. Motion carried.
Ayes - 5 Nays - 2 (Goodyke, Lewis)
043-2010 Consider Resolution for Permits to Work in the Michigan
Department of Transportation (MDOT) Right-of-Way.
Motion was made by Trustee Koessel and supported by Clerk Goodyke to
approve the Resolution for Permits to Work in the Michigan Department
of Transportation (MDOT) Right-of-Way. Motion carried unanimously by
roll call vote.
Article 10. Manager's Comments
Manager Cousins offered the following comments:
" Introduced Summer Intern, Michael VandenBerg.
" Estimate (not to exceed $6026.00) from Rook's Landscaping
regarding initial clearing of the trails at Cascade Peace Park.
" The Church is still considering making an offer to move the
house at Cascade Burton Park.
" There is no work planned, unless or until the Board desires on
trails in the Cascade Burton Park. The same would follow with the
restroom…that there not being any action on constructing or
refurbing a building for restroom until the Board is determined to
take that step.
" Grand Valley Metro Council has a legislative committee that met
today. The committee has been working on a candidate survey for quite
some time. This survey will be sent out to all candidates running for
State House/Senate.
" Friday is Armed Forces Day and there is a celebration at the
Amway Aviation Facility at the Gerald R. Ford International Airport.
Article 11. Board Member Comments
Treasurer Peirce offered the following comments:
" March balance for our delinquent personal property taxes was
$292,000. We have collected $141,000 of that. We are taking a more
aggressive approach to collect those taxes.
" Request for proposals for Banking Services. We have received 5;
staff is in the process of reviewing/analyzing them. Should be ready
to come to the Board with some kind of a recommendation in June.
Clerk Goodyke offered the following comments:
" Anybody who hasn't taken a walk through Cascade Burton Park…take
a walk back there, especially on the north side.
Trustee Fox offered the following comments:
" Grand Valley Metro Council met Tuesday to have their
"brainstorming" session with their facilitator.
Supervisor Beahan offered the following comments:
" Offering the opportunity tomorrow for everyone to go to Cascade
Peace Park for another garlic mustard pull.
Article 12. Adjournment
Motion was made by Trustee Lewis and supported by Trustee Fox to
adjourn. Motion carried unanimously.
