MINUTES OF THE CASCADE CHARTER TOWNSHIP
REGULAR BOARD MEETING
Wednesday, April 28, 2010
7:00 P.M.

Article 1. Supervisor Beahan called the meeting to order at 7:00 p.m.
Present: Supervisor Beahan, Trustee Fox, Lewis, Treasurer Peirce and Clerk Goodyke.
Absent: Trustee Koessel (excused) and Trustee Goldberg (without notice)
Also Present: Manager Cousins, Planning Director Peterson and those listed on Supplement #1.

Article 2. Supervisor Beahan led the Pledge of Allegiance to the Flag.

Article 3. Motion by Clerk Goodyke and supported by Trustee Fox to approve the agenda as presented. Motion carried.

Article 4. Approval of Consent Agenda
a. Receive and File Various Meeting Minutes
1. Regular Board Meeting Minutes of 04/14/10.
b. Receive and File Communications
1. Letter from Joseph and Beverly Albright - re: Proposed Roundabout
2. Letter from Kent County Road Commission - re: Lunch on the Grill.
3. Letter from Michigan Supreme Court - re: Resolution on Statutory Mandates.
c. Receive and File Various Reports
1. Treasurer's Department March, 2010 Reports.
2. Fire Department March, 2010 Report.
Motion was made by Trustee Lewis and supported by Trustee Fox to approve the Consent Agenda as presented. Motion carried unanimously.

Article 5. Financial Actions
a. Consider Approval of March, 2010 General/Special Funds.
Motion was made by Trustee Lewis and supported by Clerk Goodyke to approve the March, 2010 General/Special Funds. Motion carried.
b. Consider Approval of March 2010 Public Utilities Funds.
Motion was made by Trustee Fox and supported by Clerk Goodyke to approve the March 2010 Public Utilities Funds. Motion carried.
c. Consider Approval of 2010 Budget Adjustments.
Motion was made by Trustee Fox and supported by Trustee Lewis to approve the 2010 Budget Adjustments to the following funds:
" General Fund
" CCT Open Space Fund
Motion carried.
d. Consider Approval of Payoff of Township Bonds.
Motion was made by Trustee Lewis and supported by Trustee Fox to approve the payoff of the Bond relating to the Purchase of Tassell Park and the Bond relating to the rework of Thornhills & Thornbrook. Motion carried.

Article 6. Public Actions (None)

Article 7. Public Comments
Steven Underwood, 6858 Maplecrest offered the following comments:
" Questions the Ordinance relating to the possession of fire arms in the Township Parks
Dick Gottlieb, 7100 Hidden Ridge Dr. offered the following comments:
" Inquired about a Class Action Lawsuit that was referred to a few weeks ago.
" Is there an updated map of the Park
" Have rules and regulations for the Park been corrected per the last meeting.
" Has the committee been formed about fence.
" Concerns regarding a conversation between resident and an employee of Township regarding Burton St. Park.
Joanne King, 6820 Burton offered the following comments:
" New draft of Open Space
" Perception of law suit to residents
" Hoping board able to "make things work".
" Interested in wild flower and preserving the earth.

037-2010 Consider Law Firm for Special Assessment and Bond Work regarding Utility Project on Kraft Ave.
Planning Director Peterson reviewed the bids regarding the legal work necessary to proceed with the utility project on Kraft Ave. between 52nd and 60th. Motion was made by Trustee Fox and supported by Clerk Goodyke to approve the firm of Dickinson Wright for the Special Assessment and Bond Work regarding the Utility Project on Kraft Ave. in the amount of $10,000.00. Motion carried.

038-2010 Consider Approval of Resolution Establishing a Receiving Board for Elections.
Motion was made by Trustee Lewis and supported by Trustee Fox to approve the Resolution Establishing a Receiving Board for Elections. Motion carried by roll call vote.

039-2010 Consider Approval to Engage General Code to Codify the Cascade Township General Ordinances.
Clerk Goodyke reviewed the process. Motion was made by Trustee Lewis and supported by Treasurer Peirce to engage General Code to Codify the Cascade Township General Ordinances for $6,995.00. Motion carried.

040-2010 Consider Adoption of the Manus Park Easement Agreement (30th & Buttrick)
Manager Cousins noted that the Park was on the SW corner of 30th and Buttrick (right across from station #2). Motion was made by Clerk Goodyke and supported by Trustee Fox to approve the adoption of the Manus Park Easement Agreement. Motion carried.
041-2010 Consider Contractor for Construction of Cascade Burton Park Parking Lots.
Planning Director Peterson reviewed the parking bids for the Cascade Burton Park. Discussion continued on each specific parking lot. Motion was made by Treasurer Peirce and supported by Trustee Lewis to award the construction of Cascade Burton Park parking lots to Lawns of Distinction at the cost of $10,475.00. Motion carried.

Article 10. Manager's Comments
Manager Cousins offered the following comments:
" Employees will have a training on prevention of Harassment in the work place.

Article 11. Board Member Comments
Trustee Lewis offered the following comments:
" Observation - last 3 weeks are beautiful in Cascade. Tip the hat to the Planning Commission's in the past that stayed firm on this particular issue and let it be a lesson for our future people that there is a reason why we do things.
Trustee Fox offered the following comments:
" Reminder on May 11th , second session on the overhaul of Metro Council. There will be intense discussion on the direction of the future of Metro Council. Please send me your comments.
Supervisor Beahan offered the following comments:
" Reminder on Thursday night is the second annual garlic mustard pull at Cascade Peace Park, it starts at 6:30 p.m. and goes until 8:00 p.m. This is in conjunction with the Land Conservancy of West Michigan and the Nature Conservancy.

Article 12. Adjournment
Motion was made by Treasurer Peirce and supported by Trustee Fox to adjourn.
Motion carried.

Meeting adjourned at 7:55 p.m.
