MINUTES OF THE CASCADE CHARTER TOWNSHIP
REGULAR BOARD MEETING
Wednesday, October 8, 2008
7:00 p.m.

Article 1. Supervisor Julien called the meeting to order at 7:00 p.m.
Present: Supervisor Julien, Trustee Beahan, Koessel, Fox, Goldberg, Treasurer Dood and Clerk Goodyke.
Absent: None
Also Present: Manager Cousins, Mike Berrevoets (FTCH), and those listed on Supplement #1.

Article 2. Supervisor Julien led the Pledge of Allegiance to the Flag.

Article 3. Motion was made by Trustee Goldberg and supported by Trustee Fox to approve the proposed agenda. Motion carried unanimously.

Article 4. Approval of Consent Agenda
a. Receive and File Various Meeting Minutes
1. Kent County Road Commission Meeting Minutes of 07/22, 08/12, 08/26/2008.
b. Receive and File Various Reports
1. Building Department Month End Report for September, 2008.
c. Receive and File Communications
1. Letter from STS Hydropower, LTD. - re: Cascade Dam operation and maintenance inspection.
2. Letter from Michigan Community Blood Centers - re: Cascade Community Blood Drive.
Motion was made by Trustee Fox and supported by Trustee Goldberg to approve the Consent Agenda. Motion carried unanimously.

Article 5. Financial Actions
a. Consider Approval for Payment No. 2 on the Cascade DDA Lights and Walk for the period ending September 24, 2008.
Manager Cousins reviewed the request for Payment No. 2 in the amount of $105,897.76. This payment is primarily for sidewalk work. The south side of the road the work is progressing nicely. Motion was made by Trustee Koessel and supported by Treasurer Dood to approve Payment No. 2 on the Cascade DDA Lights and Walk for the period ending September 24, 2008. Motion carried unanimously by roll call vote.

Article 9. New Business
087-2008 Consider Approval of Proposal for Township Park Improvements.
Mike Berrevoets from Fishbeck Thompson Carr & Huber was present to
present a short overview on the Township Park Improvements. (Cascade Recreation Park) The project has three parts:

" Entrance drive repaving
" Paving of short stretch between Nick Kick Dr. and the Pavilion parking lot.
" Detention basin work by the Pond
Motion was made by Trustee Koessel and supported by Trustee Goldberg to do the Improvements to the Township Park including the ten percent contingency for additional paving down Nick Kick Dr. Motion carried unanimously.

Article 10. Manager Comments
Manager Cousins offered the following comments:
" The draw down of the dam is underway late this afternoon.

Article 11. Board Member Comments
Trustee Beahan offered the following comments:
" The Citizens for Natural Areas and Parklands have been meeting almost every week. A pretty steady group of people are participating in this group. They are in the process of sending out postcards to all the Absentee Ballot voters as they send in their requests. We have sent out approx. 800, with an additional 1300 we sent out in the first batch. Yard signs will be handed out at the next meeting of the group, along with another press box stuffer at that meeting.
" Tom McDonald, Steve Peterson and Rob went down to Lansing and met with Lisa the Grants Coordinator for the Michigan Department of Natural Resources. October 15th is the day we will be making a five-minute presentation before the Trust Fund Board. The decision will be made at the December 6th meeting.
" Eastern Township Open Space had their photo exhibit here last Tuesday. We had 112 pictures displayed. All the pictures have been divided the photos among the six townships and they are now on display at the various townships.
Trustee Koessel offered the following comments:
" Some material was given to Manager Cousins regarding a complaint about burning wood to heat a home.
Treasurer Dood offered the following comments:
" A few minutes was spent on the phone today talking to Attorney Dick Wendt about what the Bond Market is looking like, with our upcoming ballot proposal. If we were going to issue a bond today…not to bother. That market has just "dried" up and the interest cost is quite high. Although, he is very optimistic about the future.
Clerk Goodyke offered the following comments:
" Received word from Tom Wisner today that the sculpture will arrive on Monday, sometime between noon and three o'clock.
Trustee Fox offered the following comments:
" Thursday there is a meeting of the Grand Valley Metro Council on Regional Cooperation.
Trustee Goldberg offered the following comments:
" Really enjoyed the Cascade Foundation Event on October 4th.
" The Finance Committee has a meeting coming up on Friday…making pretty good progress on the budget.
Supervisor Julien offered the following comments:
" At Mr. Julien's request, Manager Cousins has been asked to invite Wendell Champion to the November 19th meeting.

Article 12. Adjournment
Motion was made by Trustee Beahan and supported by Trustee Goldberg to adjourn. Motion carried unanimously.

Meeting adjourned at 7:45 p.m.
