MINUTES OF THE CASCADE CHARTER TOWNSHIP
REGULAR BOARD MEETING
Wednesday, September 24, 2008
7:00 p.m.

Article 1. Supervisor Julien called the meeting to order at 7:00 p.m.
Present: Supervisor Julien, Trustees Goldberg, Fox, Beahan, Koessel, Treasurer Dood and Clerk Goodyke.
Absent: None
Also Present: Manager Cousins, Officer Ryan Coil/Kent County Sheriffs Department, Mike Berrevoets/Fishbeck Thompson Carr & Huber, and those listed on Supplement #1.

Article 2. Supervisor Julien led the pledge of Allegiance to the Flag.

Article 3. The Agenda was revised to include the following:
" Article 9. 084-2008 Consider Approval of Resolution for Transfer Ownership of Liquor License located at 5039 28th St., S.E. (Bennigans).
" Article 9. 085-2008 Consider Gift from Wisner and Bottral families.
Motion was made by Trustee Beahan and supported by Trustee Goldberg to approve the agenda as presented. Motion carried unanimously.

Article 4. Approval of Consent Agenda
a. Receive and File Various Meeting Minutes
1. Planning Commission Meeting Minutes of 8/16/08.
2. Zoning Board of Appeals Meeting Minutes of 07/08/08.
b. Receive and File Various Reports
1. Fire Department Month End Report for August, 2008.
Motion was made by Trustee Goldberg and supported by Trustee Fox to approve the Consent Agenda as presented. Motion carried unanimously.

Article 5. Financial Actions
a. Consider Approval of August 2008 Public Utility Funds.
Motion was made by Trustee Koessel and supported by Trustee Goldberg to approve the August 2008 Public Utility Funds. Motion carried unanimously.
b. Consider Approval of August 2008 General/Special Funds.
Motion was made by Trustee Goldberg and supported by Clerk Goodyke to approve the August 2008 General/Special Funds. Motion carried unanimously.
c. Consider Approval for Payment No. 1 on the Cascade DDA Lights and Walk for the period ending September 4, 2008.
Manager Cousins reviewed the Pay Request of $145,106.08 for the period of the start of the project thru September 4, 2008. It is primarily sidewalk work and starting of the underground lighting. Motion was made by Clerk Goodyke and supported by Trustee Goldberg to approve the Payment No. 1 for the DDA Lights and Sidewalk. Motion carried unanimously.

Article 9. New Business
081-2008 Consider Approval of Proposal to Re-Roof the Original Section of the Cascade Library.
Manager Cousins explained the existing part of the Library have had roof problems for quite a long time. Some of the issues from 6-8 years ago have reappeared. A price was obtained from Vos Construction (who have been doing the repairs over the years) in the amount of $52,000.00 to re-roof that portion of the building including ice/water shields on the entire roof.
Trustee Fox asked why the Township was not going thru a roofer. Manager Cousins stated that the reason we were going through Dan Vos Construction is that is who we have been using for the last 7-8 years. It is Manager Cousins understanding that its Vos Construction employees who are doing the repairs Discussion followed.
Consensus of the Board was to have Manager Cousins bring another bid to the Board to be considered at the first meeting in October.
Motion was made by Trustee Koessel and supported by Trustee Goldberg to table this item. Motion carried unanimously.

082-2008 Consider Change in Landscape Bid for 28th Street Streetscape Project.
Manager Cousins reviewed the discrepancy regarding the seeding and fine grading work between the drawings and bid specifications. Motion was made by Trustee Goldberg and supported by Trustee Fox to revise the Bid Award to Twin Lakes Nursery to the contract price of $37,065. Motion carried unanimously.

083-2008 Consider Resolution to Approve the Levy of the 2008 Millage Rate.
Manager Cousins explained that this was a Resolution that was required every year as a requirement for our Truth and Taxation. Motion was made by Trustee Goldberg and supported by Trustee Fox to approve the Resolution to Approve the Levy of the 2008 Millage Rate. Motion carried unanimously by roll call vote.

084-2008 Consider Approval of Resolution for Transfer Ownership of Liquor License located at 5039 28th St., S.E. (Bennigans)
Motion was made by Trustee Koessel and supported by Trustee Goldberg to approve the Resolution for Transfer Ownership of Liquor License located at 5039 28th St., S.E. (Bennigans). Motion carried unanimously by roll call vote.

085-2008 Consider Gift of Art from Wisner and Bottral families.
Clerk Goodyke had received a call from Tom Wisner regarding a gift of a sculpture from the family. Clerk Goodyke explained the Wisner family suggested that the "Circle of Friends" sculpture be placed in front of the Library. There would be some site preparation, but we really don't know what the cost would be. Motion was made by Trustee Fox and supported by Clerk Goodyke to accept the generous gift from the Wisner/Bottral families of the "Circle of Friends" sculpture for the addition to the Township Library. Motion carried unanimously.



086-2008 Consider Approval of the Sale of the Fire Department 1993 Chevy Pickup.
Motion was made by Trustee Goldberg and supported by Trustee Fox to approve the sale of the Fire Department 1993 Chevy Pickup in the amount of $2,500. Motion carried unanimously.

Article 10. Manager Comments
Manager Cousins offered the following comments:
" Have taken the 1993 Chevy Pickup from the Fire Department out of service, and have tried to sell it a few times. It is valued at about $2,300.
The best offer we have received was $1,200, so we chose to keep it vs. selling it. Today we had an offer for that truck of $2,500, and we would like to accept the offer and dispose of that piece of equipment. The Fire Department has used that vehicle for plowing at Station One. They are now going to use one of the B&G Trucks in the winter for plowing. Would like approval to sell this vehicle.

Motion was made by Trustee Goldberg and supported by Trustee Fox to add this item to the agenda as Item 86-2008 Approval of the sale of the 1993 Chevy Pickup from the Fire Dept. Motion carried unanimously.

" Thornapple River Watershed Council is having a River Clean-up this Saturday at 8:00 a.m. - 2:00 p.m.

Article 11. Board Member Comments
Treasurer Dood offered the following comments:
" Finance Committee meeting tomorrow at 4:30 p.m.
" Has some concerns with the Kent County Pool and some of the concentrations that they have…I will be migrating out of the Kent County Pool and probably for the next 30-60 days until I get a sense of what's going on in Washington. I will put it in something very save such as Treasury… or some sort of Treasury Bond Portfolio.
Trustee Beahan offered the following comments:
" Next Tuesday is the Eastern Township Open Space Committees Outdoor Photography Show, it is here at the Wisner Center. Last year we had 140 entrants, hopefully we will have as many.
" In front of you, you will find the mailer that will be going out to all the people who have applied for an absentee ballot.
Trustee Koessel offered the following comments:
" Just a follow-up on Rob…the meeting was very productive last night. Still looking for financial contributions, anyone who is interested in doing that…and hasn't on the Board and/or friends and neighbors of Board members, we would encourage them to do so.
Trustee Goldberg offered the following comments:
" Will be picking up my hard copy of the budget tonight and try to give it a hard once over before our Finance Committee Meeting.
Trustee Fox offered the following comments:
" October 2nd is the Community Foundation has the Iron Chef Contest. It will be at Bos Greenhouse.
Clerk Goodyke offered the following comments:
" I am the Cascade Township liason to the Cascade Business Association. We are always looking at ways to a) improve our image b) find ways that we can enhance the business community. We have taken a much more serious look at what the Business Association should do in the past couple of years and it has been succeeding very well. The Cascade Business Association is proposing to have a Pet Christmas Parade, which we think will start at the Family Fare Mall and go down to the Museum on December 6th. Looking for a fun event.
Supervisor Julien offered the following comments:
" For Cascade Business Association, Hank Meijer gave a talk about his grandfather…founder of the Meijer Company in Holland yesterday…might be a speaker for a future meeting.
" The Citizens Committee on the millage can use all your help. A question was posed yesterday…why couldn't the funds used for that big sidewalk project on 28th St. have been used for the Open Space. There is no direct correlation, but it's a legitimate question. The answer to that particular question is that those funds come from the taxes that those merchants pay on 28th St. They would not be available to buy open space somewhere else in the Township. The reason I tell that, is we will probably all hear questions regarding this millage.

Article 12. Adjournment
Motion was made by Trustee Goldberg and supported by Trustee Fox to adjourn. Motion carried unanimously.
