MINUTES CASCADE CHARTER TOWNSHIP
REGULAR BOARD MEETING
Wednesday, May 23, 2007
7:00 P.M.
Article 1. Supervisor Julien called the meeting to order at 7:00
p.m.
Present: Supervisor Julien, Trustees Goldberg, Fox, Koessel, Beahan,
Treasurer Carpenter, and Clerk Goodyke.
Absent: None
Also Present: Those listed on Supplement #1.
Article 2. Supervisor Julien led the Pledge of Allegiance to the
flag.
Article 3. The Agenda was revised to include the following:
· Article 9. 038-2007 - Update on Open Space Activities.
The agenda was approved with the above revision on a motion by Trustee
Goldberg and supported by Trustee Fox. Motion carried unanimously.
Article 4. Approval of Consent Agenda
a. Receive and File Various Reports
1. Fire Department Month End Report for April 2007.
b. Receive and File Communications
1. Letter from Robert Pankhurst - re: 2007 Board Goal to expand water
service.
c. Receive and File Various Meeting Minutes
1. Regular Planning Commission Meeting Minutes of April 16,
2007.
d. Education Requests
1. Jim Walker/Firefighter - re: Train the Trainer, June 12-14, 2007
In Decatur, IN.
Motion to approve the Consent Agenda was made by Clerk Goodyke and
supported by Trustee Koessel. Motion carried unanimously.
Article 5. Financial Actions
a. Consider Approval of General/Special Funds for April, 2007.
Motion to approve the General/Special Funds for April, 2007 was made
by Clerk Goodyke and supported by Trustee Koessel. Motion carried
unanimously.
b. Consider Approval of Public Utilities Funds for April, 2007.
Motion to approve the Public Utilities Funds for April, 2007 was made
by
Treasurer Carpenter and supported by Trustee Koessel. Motion carried
unanimously.
Article 6. Public Actions (None)
Article 7. Public Comments
Resident Melissa Erickson of 1436 Riverton S.E., and Amy DeVries of
2320 Thornapple River Dr., addressed the Board regarding a willow tree
in her neighbors yard overhanging onto her property. Discussion
followed.
Supervisor Julien asked Trustee Beahan to talk to both residents
regarding the problem, talk to Tom Jonio and look to other communities
on how they deal with this issue. It also would be helpful when the
arborist completes his work to see what it looks like. This should be
talked about again at the next meeting in three weeks. More
information should be known by then.
Article 8. Unfinished Business
031-2007 Consider Funding a Small Portion of Pathway Between MVP and
Turnburry.
Motion to accept the Developers proposal to pay ½ for the connection
of the pathway between MVP and Turnburry and the Township provide the
final ½ was made by Trustee Koessel and supported by Trustee
Goldberg. Motion carried unanimously.
Article 9. New Business
035-2007 Presentation and Consider Acceptance of 2006 Township Audit
Report.
Phil Saurman of Hungerford, Aldrin, Nichols & Carter, PC presented
the 2006 Township Audit Report. Motion to accept the 2006 Township
Audit Report was made by Trustee Goldberg and supported by Trustee
Beahan. Motion carried unanimously.
036-2007 Discussion regarding Budget Estimates on Local Road
resurfacing with the Kent County Road Commission.
Motion to approve the Budget Estimates on Local Road resurfacing with
the Kent County Road Commission was made by Trustee Koessel and
supported by Trustee Fox. Motion carried unanimously.
037-2007 Consider PUD Rezoning Extension for Oak Harbor.
Motion to approve the PUD Rezoning Extension for Oak Harbor for one
year was made by Clerk Goodyke and supported by Trustee Goldberg.
Motion carried unanimously.
038-2007 Update of Open Space Activities
Clerk Goodyke reviewed the activities of the Open Space Committee.
Article 10. Manager's Comments
Interim Manager Beahan presented the following:
· A lot of the Pathway signs have disappeared, do we replace them?
Consensus of the Board was to try the "indestructible" signs
in the most critical areas of the pathway.
· Split rail fences need to be repaired. Especially the fences put in
residents yards near the pathway. Consensus was to repair the fences.
· Resident has concerns regarding the replacement of some trees along
the pathway at his residence. How long do we keep replacing trees.
· 28th St. will be finished mid-June. Six weeks ahead of schedule.
· Cascade should be done within another week or so.
Article 11. Board Member Comments
Trustee Goldberg offered the following:
· Fire Department is not listed in telephone directory with a
non-emergency number.
Clerk Goodyke offered the following:
· August 7, 2007 Election for the Community College.
Trustee Beahan offered the following:
· The Community Foundation is having a Life Preservers Club Lunch on
June 7th.
Article 12. Adjournment
Motion to adjourn was made by Trustee Goldberg and supported by
Trustee Fox. Motion carried unanimously.
Meeting adjourned at 9:20 p.m.
