CASCADE CHARTER TOWNSHIP REGULAR BOARD MEETING
Wednesday, April 26, 2006
7:00 P.M.
Article 1. Supervisor Julien called the meeting to order at 7:00
p.m.
Present: Supervisor Julien, Clerk Goodyke, Treasurer Carpenter,
Trustees Parrish, Currier and Beahan.
Absent: Trustee Koessel
Also Present: Manager Cravens, Fire Chief Sigg, Building Inspections
Director Visser, Planning Director Peterson, Deputy Clerk Biegalle,
Reporter Rick Wilson, Jeff Chamberlain from Haworth Homes and Mr.
Wendelin Schmidt.
Article 2. Supervisor Julien led the Pledge of Allegiance to the
Flag.
Article 3. The Agenda was revised to include the following:
· Article 4.d.1. - Fire Department Month End Report for March, 2006.
· Article 5a. - Consider Pay Application No. 9 Dan Vos Construction
re: Wisner Enrichment Center Construction.
· Article 9. 033-2006 - Consider Approval of Resolution to Support
Michigan's Quality Home Help Program.
· Article 9. 034-2006 - Consider 2006 Local Road Overlay and Micro
Surfacing Projects.
· Article 9. 035-2006 - Consider Payment to Northbrook Energy (STS
HydroPower) for Capital Expenditures Related to the Cascade Dam.
· Article 9. 036-2006 - Consider Contribution for the Cascade
Township Community Directory.
The agenda was approved as revised on a motion by Clerk Goodyke and
supported by Trustee Beahan. Motion carried.

1. Memo from Treasurer Carpenter - re: Recap of the Tax Roll
Collections for 2005
A motion was made by Trustee Parrish and supported by Clerk Goodyke to
approve the consent agenda. Motion carried.
Article 5. Financial Actions
a. Consider Pay Application No. 9 Dan Vos Construction re: Wisner
Enrichment Center Construction.
A motion was made by Clerk Goodyke and supported by Treasurer
Carpenter to approve the Pay Application No. 9 to Dan Vos Construction
in the amount of $145,542.85. Building Inspections Department Director
Visser was present to address any questions/concerns regarding the
final billing. Discussion followed. Motion carried by roll call vote.

028-2006 Consider Approval of Revised Landscaping Plan for the Cascade
Pointe Subdivision.
Planning Director Peterson reviewed some background information
regarding the Cascade Pointe Subdivision Development. Planning
Director Peterson submitted the revised landscape plan along Burton to
the Board. Jeff Chamberlain from Haworth Homes was present for any
questions. Motion by Trustee Beahan and supported by Clerk Goodyke to
approve the revised landscaping plan for the Cascade Pointe
subdivision as submitted. Motion carried.
029-2006 Consider Approval of the Cascade Charter Township
Emergency Management Plan.
Fire Chief Sigg and Kent County Sheriff Department Lt. Jack Stewart
reviewed the Cascade Charter Township Emergency Management Plan. The
Plan includes the following:
· Designated emergency shelters in the Township.
· The Township Library will be certified as a Red Cross shelter area.
· Emergency Response Sequence Chart.
· Phone Tree of Township staff.
· E-Team training for Township staff.
Motion by Clerk Goodyke and supported by Trustee Parrish to approve
the Cascade Charter Township Emergency Management Plan with a change
to the Emergency Response Sequence Chart. Discussion followed. Motion
carried.
030-2006 Consider Approval of 2005 Fire Department Annual Report.
Motion by Trustee Beahan and supported by Trustee Currier to Approve
the 2005 Fire Department Annual Report. Motion carried.
031-2006 Consider Approval of Park Committee Recommendation for
Donated Funds.
Planning Director Peterson relayed to the Board that Cascade Township
was fortunate to be made a recipient of a portion of the Mildred
Kesler Estate. According to her will, at least 10% of her estate is to
be dedicated to the Parks Committee. The Parks Committee recommended
that any money the Township receives from this should be used to buy
new picnic tables at the newly renovated pavilion. Peterson stated the
family was very happy with this decision. Peterson also noted the
number of picnic tables being purchased will depend on the amount the
Township receives. Motion by Treasurer Carpenter and supported by
Trustee Parrish to approve the recommendation of the Parks Committee
to purchase picnic tables with the funds received from the Donation
from the Mildred Kesler Estate. Discussion followed. Motion carried.
032-2006 Consider Proposals for the Construction and Installation
of Community Entry Signs.
Planning Director Peterson submitted three proposals for the
construction and installation of Community entry signs. The proposals
consisted of four (4) signs which would be placed at the following
locations:
· Kraft and 28th St.
· M-37 and 60th
· Cascade Rd. and Hall St.
· Snow Ave. and Cascade Rd.
Peterson stated the proposals ranged from $9,000 to $30,000.
Discussion within the Board revolved around the locations of the
community signs. Trustee Currier asked what we were getting for
$10,000? Supervisor Julien stated that it gave people a sense of
place, community, identity and a sense of arrival. Motion by Trustee
Parrish and supported by Trustee Beahan to approve the expenditure of
three (3) community signs to Sign Art with the exact locations
determined at a later date. Motion carried.
033-2006 Consider Approval of Resolution to Support Michigan's
Quality Home Help Program.
Motion by Trustee Beahan and supported by Trustee Parrish to table the
approval of a Resolution to Support Michigan's Quality Home Help
Program until more information was available regarding the legislation
wording. Motion carried.
034-2006 Consider 2006 Local Road Overlay and Micro Surfacing
Projects.
Manager Cravens reviewed the 2006 Local Road Overlay and Micro
Surfacing Projects. Manager Cravens stated the Township has budgeted
$300,000 for local road repairs. The total for all the projects
mentioned would be $316,400. Motion by Clerk Goodyke and supported by
Trustee Parrish to approve the 2006 Local Road Overlay and Micro
Surfacing Project at a cost not to exceed $316,400. Discussion
followed. Motion carried.
035-2006 Consider Payment to Northbrook Energy (STS HydroPower) for
Capital Expenditures Related to the Cascade Dam.
Manager Cravens reviewed the work STS HydroPower had undertaken for
compliance with the Federal Energy Regulation Commission (FERC)
requirements. Motion by Clerk Goodyke and supported by Treasurer
Carpenter to approve the payment to Northbrook Energy (STS HydroPower)
for a Capital Expenditure related to the Cascade Dam in the amount of
$10,315.12. Motion carried by roll call vote.
036-2006 Consider Contribution for the Cascade Township Community
Directory.
Manager Cravens submitted the request by Claude Robinson and Jack
Lewis on behalf of the Community Foundation for a contribution of
$12,500 for the 2007 Community Directory. Supervisor Julien asked for
input from all Board Members regarding their thoughts on the 2006
Community Directory and the contribution the Community Foundation was
asking for 2007.
Trustee Parrish stated the Township should support for another year.
Treasurer Carpenter stated there had been a lot of inquiries at
Township Hall on how businesses could get into the Directory. Trustee
Beahan had stated he felt that it would be easier to pick up more
advertisers this year. Supervisor Julien thought the directory was a
wonderful project, but didn't think it was a permanent subsidy. Julien
felt it should be a reduced amount from 2006. Clerk Goodyke also felt
it should be a reduced amount from the townships 2006 contribution.
Goodyke also stated he would like to see what the ad revenue was going
to be before the township approved a specified amount. Motion by Clerk
Goodyke and supported by Trustee Currier to approve a $10,000
contribution for the Cascade Township Community Directory. Motion
carried by roll call.
Article 10. Manager's Comments
Township Manager Cravens submitted the following item for Manager
Comments:
· Commended Clerk Goodyke and Building Inspections Director Visser on
an excellent job on the ribbon cutting ceremony at the Wisner Center.
Job well done.
Article 11. Board Member Comments
Trustee Beahan submitted the following comments:
· Queried when the gardens/landscaping would be cut down at the
Historical Museum.
· Noise complaints at Buttrick and 36th St. regarding firearms.
· The new light at Thornapple River Dr. and 36th St. situated on a 45
degree angle and glares into drivers eyes at night.
Trustee Parrish submitted the following comment:
· The Wisner Center dedication was fabulous.
Trustee Currier submitted the following comment:
· Firefighter John Porter could possibly be deployed to Iraq in the
near future. Mr. Porter had concerns regarding his family being
covered by health benefits while he was deployed.
Supervisor Julien submitted the following comment:
· Thanked the Library Advisory Board for allowing him to speak at the
Wisner Center dedication.
Article 12. Adjournment
Motion by Trustee Parrish and supported by Trustee Currier to adjourn.
Motion carried.
