MINUTES

CASCADE CHARTER TOWNSHIP REGULAR BOARD MEETING

Wednesday, May 26, 2004
7:00 PM

Article 1. Supervisor Julien called the meeting to order at 7:00 p.m.
Present: Carpenter, Goodyke, Jones, Julien, and Parrish
Absent: Kleinheksel and Timmons (excused)
Others Present: Manager Cravens, Planning Director Peterson, Reporter Wilson, Deputy Clerk Neve and those listed on Supplement #1.

Article 2. Supervisor Julien led the Pledge of Allegiance to the Flag

Article 3. The agenda was approved on motion by Trustee Parrish and supported by Trustee Jones. The motion carried.

Article 4. Approval of Consent Agenda
a. Approval of Township Board Minutes
1. Regular Meeting Minutes of 5/19/04
b. Receive and File Various Reports
1. Audit Report from Hungerford, Aldrin, Nichols for year
end 12/31/03
Auditor Phil Saurman was present to give a summary of the years'
audit. He commented on the few year end adjustments and
discussed new audit standards.
Motion to approve the consent agenda carried.

11-2004 Consider First Extension to Water and Sanitary Sewer Service
Agreement with the City of Grand Rapids
Eric Delong, Deputy City Manger for Grand Rapids, related the Utility
Advisory Board and Urban Cooperation Board are working very well. It is the City's intent to keep utility rates stable so customers know what to expect. The Thornapple River watermain crossing will be a project that will be financed over a period of 30 years. All sewer and water projects are financed by revenue bonds. The City of Grand Rapids has had a very
positive relationship with Cascade Township. The agreement extension is a reasonable and safe choice for both communities.
Trustee Parrish supported by Treasurer Carpenter moved to approve. The motion carried.

Article 9. New Business
64-2004 Consider Approval of Larvacide Program for the Prevention of West
Nile Virus in Cascade Township
Manager Cravens recommended again purchasing a larvacide called Altosid approved for catch basin applications. This would be the same approach the Township used last year that seemed to be effective. Based
on the number of catch basin we have in the Township the cost will be
$8,798. Residents will also need to be vigilant in taking care of stagnant
water on their property where the Culex Mosquito breeds.
West Nile Virus information will be available on the Township website.
Trustee Parrish supported by Treasurer Carpenter moved to approve. The
motion carried.

65-2004 Consider Approval of First Reading of Proposed Amendments to the
Soil Erosion Control Ordinance
Planning Director Peterson related according to the Michigan Department of Environmental Quality our Soil Erosion Ordinance has never been officially approved by the State. If this first reading is approved tonight the Ordinance could be ready for public hearing in June. The proposed Ordinance was presented with some wording changes.
Trustee Parrish supported by Trustee Jones moved to approve the first reading. The motion carried.

Article 10. Manager's Comments
The watermain crossing project is on schedule. The contractor will begin
pulling pipe tomorrow (May 27).

Article 11. Board Member Comments
Treasurer Carpenter commented on a genealogy workshop, to be led by
Jay Shook, on June 5th, held here in the museum building.
Supervisor Julien questioned if the Township needs to develop an
ordinance to keep disruption of the Pathway to a minimum and require
contractors to complete an entrance road to their project within a certain
time limit.
Trustee Jones suggested requiring it to be part of the building permit
process.
Staff will look into developing some ordinance language and bring it back
to another meeting.

Article 12 Adjournment
Trustee Parrish supported by Trustee Jones moved to adjourn. The motion carried and the meeting was adjourned at 8:05 pm.
