CASCADE CHARTER TOWNSHIP REGULAR BOARD MEETING
Wednesday, January 28, 2004
7:00 PM
Article 1. Supervisor Julien called the meeting to order at 7:00
p.m.
Present: Goodyke, Jones, Julien, Parrish, Timmons
Absent: Carpenter and Kleinheksel (with notice)
Others Present: Manager Cravens, Planning Director Peterson, Engineer
Vilmont, Reporter Wilson, Deputy Clerk Neve and those listed on
Supplement #1.
Article 2. Supervisor Julien led the Pledge of Allegiance to the
Flag
Article 3. The agenda was approved on motion by Trustee Goodyke and
supported by Trustee Jones. The motion carried.
Article 4. Approval of Consent Agenda

Motion to approve the consent agenda carried.
Article 5. Financial Actions
a. Consider Approval of Amendment to the 2004 General Fund Budget
Trustee Goodyke supported by Trustee Parrish moved to approve. The
motion carried.
Article 6. Public Actions
Motion carried to open the public hearing at 7:10 p.m.
a. Public Hearing - Rezoning request for approximately 31 acres
to PUD to allow for 27 single-family site condominium units
(Plute Homes)
Planning Director Peterson reviewed the request by Plute Homes to
rezone approximately 31 acres, near the Cascade Road and Burton Street
intersection, to PUD. Sewer and water will be extended from Cascade
Road for this project. Additional landscaping at the entrance of the
project and at the west end is proposed. Approximately 5 acres, with
frontage on Cascade Road, will be sold to the school district for
educational use. The project was originally submitted in January 2001
but because it did not receive any approvals prior to the adoption of
the new Subdivision Ordinance, the Planning Commission feels the
Township should apply the new rules for this case.
Trustee Goodyke questioned the effect this project will have on
Schoolhouse Creek. Engineer Vilmont responded it meets all ordinance
requirements.
Richard Saliers, 2342 Arbor Tree Ct., asked about the construction
schedule and was told the project would begin in the spring.
Brian Slagter, 6394 Cascade Road, asked about any water retention
ponds on the property.
Julie Johnson, 6718 Burton St., commented on lighting within the
project and was pleased to see the school district use the land for
nature related studies.
Motion to close the public hearing carried at 7:40 p.m.
Article 7. Public Comments .
Julie Johnson, 6718 Burton St., requested that red ribbons be used on
the
streetlamp poles with the Christmas greens next year. Lighting in the
DDA area should have some shielding to prevent lighting up the night
skies. Johnson expressed concern with the expense of hiring someone to
take the minutes for DDA meetings. She also asked about the Village
Design Review committee and requested she be notified when they meet.

08-2004 Consider Approval of Rezoning Request from Plute Homes
Trustee Parrish supported by Trustee Jones moved to approve. The
motion carried unanimously by roll call vote.
09-2004 Consider Request from Centennial Park Association to Expand
the
DDA Development District
Manager Cravens related the DDA Board of Directors has received a
request from the Centennial Park Association to expand the DDA
district further into the office park. The DDA Board reviewed the
request and voted to recommend beginning proceedings to incorporate
the non-residential properties into the development district with the
exception of the Centennial Park Golf Club.
Trustee Timmons supported by Trustee Jones moved to approve. The
motion carried.
10-2004 Consider Approval of Kent County Road Commission Local Road
Construction Authorization for the Paving 52nd Street from Thornapple
River Drive to a point 600 feet west of that intersection
Trustee Goodyke supported by Trustee Parrish moved to approve. The
motion carried.
11-2004 Consider First Extension to Water and Sanitary Sewer
Service Agreement with the City of Grand Rapids
Manager Cravens related the customer communities of Grand Rapids water
and sewer systems are being asked to consider a five-year extension of
the current agreement bringing the term to January 1, 2034.
Supervisor Julien asked for further explanation why the Township would
want to consider this extension.
Trustee Timmons supported by Trustee Parrish moved to table. The
motion carried.
12-2004 Consider Request for Transfer of a Liquor License for a
Darden Smokey Joe Restaurant at 4875 28th Street
Trustee Timmons supported by Trustee Jones moved to approve. The
motion carried.
13-2004 Consider Request to Waive Park Reservation Fee for the Paws
With a Cause Annual Walk
Trustee Goodyke supported by Trustee Jones moved to approve. The
motion carried.
Article 10. Manager's Comments
a. The Fire Department Subcommittee will meet on Monday, February 2nd
at 7:30 a.m.
b. Attorney John Huff will attend the February 11th board meeting to
discuss the Cascade Dam agreement and the river association request
for river access.
Article 11. Board Member Comments
Supervisor Julien proposed creating a resolution of appreciation and
congratulations for Leslie Tassell as he reaches his 96th birthday on
Monday, February 2nd. Engineer Vilmont related he has many pictures of
Tassell Park that could be put together in a collage from the Board.
Article 12. Adjournment
Trustee Parrish supported by Trustee Jones moved to adjourn. The
motion carried and the meeting was adjourned at 8:30 pm.
