ATTENDEES: Rob Beahan, David Huhn, Ray James, Julie Johnson, Diana
Kingsland, Kirt Ojala, Rick Siegle, Dan Wallace.
Absences: Ron Clark (excused), Joann Noto (excused).
Others Attending: Assistant to the Manager Sandra Otey.
Guests: None.
ARTICLE 1: Call the Meeting to Order
Chairman Huhn called the meeting to order at 7:00 p.m.
ARTICLE 2: Approval of the Agenda
Chairman Huhn requested a motion of approval of the March 17, 2009 DDA
Agenda. No revisions, corrections to the agenda and Member Beahan
motioned to accept the minutes as presented, supported by Member Ojala.
The agenda of the March 17, 2009 was approved as submitted.
ARTICLE 3: Approval of the Minutes of January 20, 2009 Meeting.
Chairman Huhn requested a motion of approval of the January 20, 2009
minutes.
Member Beahan motioned for approval of the minutes as presented,
supported by Member Johnson.
All in favor of the January 20, 2009 DDA Minutes as presented; none
opposed. Motion carried.
ARTICLE 4: Update of the Cascade Road Streetscape Project.
Assistant to the Manager Otey said Fishbeck is moving forward with
the plans for the Cascade Road streetscape. They do have Independent
Bank in agreement with granting an easement and they recently herd
from Jim Singer a few days ago and the Grenelefe Board has granted an
easement.
Mike Berrevoets has had a number of conversations with Dr. Siegle's
arborist and thinks they have a workable plan around the large Burr
Oak trees. It was Mr. Berrevoets' understanding if this could be done,
then Dr. Siegle was in favor of granting an easement.
The sidewalk is mostly designed but they are waiting for feedback
from property owners before finalizing the plans. Fishbeck has not
started on any lighting yet because Tony Kuhtz will need the sidewalk
locations so he can place the light fixtures.
ARTICLE 5: Update of 2010 Streetscape Project, Sidewalk through
I-96 Interchange.
Assistant to the Manager Otey said Fishbeck has a proposal from the
Geotechnical Engineer to complete the soil borings, preliminary design
options and wall options at the I-96 Bridge. This proposal would be
considered "Phase I" for them. Once the Township receives
MDOT's (Michigan Department of Transportation) approval to something
Fishbeck would get another proposal from them to complete the final
design. There were surveyors out getting the topographic information
and this is ninety (90%) complete.
Fishbeck would like to get the Geotechnical Engineer moving on wall
options and then start discussions with MDOT. Fishbeck will get
started on the sidewalk design after Cascade Road is completed.
The existing R.O.W. near Kraft is very close (a few feet) to the
road so the Township will need to obtain a few easements in that area.
Fishbeck would start with this design first so they can approach the
property owners regarding easements.
ARTICLE 6. Any Other Business.
a) Cascade Road Traffic Calming: Assistant to the Manager Otey
reported that Fishbeck is currently working on a feasibility study
regarding a potential round-about on Cascade Road and 28th Street.
b) There was discussion regarding whether the DDA currently has any
existing bonds.
ARTICLE 7. Adjournment
Chairman Huhn requested a motion for adjournment. At 7:45 p.m. Member
Ojala motioned for adjournment, supported by Member Siegle.
