Cascade Charter Township
Downtown Development Authority Board of Directors
Regular Meeting
November 19, 2002
DDA Members Present: Clark, James, Johnson, Julien and Wallace.
DDA Members Absent: Biermacher (with notice) Clay and Kingsland
(with notice).
Others Present: Jay Cravens, Township Manager.
ARTICLE 1. Call the Meeting to Order
Chairman Wallace called the meeting to order at 7:08 p.m.
ARTICLE 2. Approval of the Agenda
Member Clark made a motion to approve the agenda submitted by
staff. Member James seconded the motion. The motion passed
unanimously.
ARTICLE 3. Approval of the Minutes of September 17, 2002
Supervisor Julien made a motion to approve the minutes of the May
21, 2002 meeting, as submitted by staff. Member Clark seconded the
motion. The motion passed unanimously.
ARTICLE 4. Update on the Westdale Condemnation Lawsuit
Manager Cravens provided the DDA Board with a copy of letter from
the township attorney that provided a status report on the
condemnation lawsuit. At this time, the lawsuit has stalled out
because of not knowing who is the "proper" property owner. The issues
relate to who had proper title to the property before the Township
condemned the property to build the turnaround on 28th Street. Member
Clark was interested in the budgeted cost the Township had on the
subject property and just compensation. He also asked if the attorney
for the subject property had done an appraisal yet. Manager Cravens
indicated he would provide answers to these questions at the next
meeting.
ARTICLE 5. 2003 DDA Meeting Schedule
Supervisor Julien made a motion to approve the 2003 DDA Meeting
Schedule, as submitted by staff. Member Clark seconded the motion. The
motion passed unanimously.
ARTICLE 6. Any Other Business
Supervisor Julien asked DDA Board Members about the possibility of
expanding the current DDA district west from its current boundary at
Kraft Avenue to Patterson Avenue. Supervisor Julien mentioned also the
proposed redevelopment of the Showcase Cinema property and his
landscape median concept. The landscape median concept would be on
28th Street just east of Interstate 96 and would serve as an entrance
to the township. It was the consensus of the attending board members
that the landscape median concept would soften up this stark area.
Manager Cravens stated he would contact Township Attorney Richard
Wendt to get more information on expanding the DDA district.
ARTICLE 7. Adjournment
On a motion by Member James and seconded by Member Clark the
meeting was adjourned at 7:51 p.m.
